Elysian Spirit Shield in Runescape
If you want to get an elysian, your best bet is to snipe the sigil of the ge. Nowadays there are loads of corp coinshare teams, whenever they get a sigil it gets sold on the ge for med price. This sigil will go to the first person who offered the most Runescape Gold for it on the ge. So if you manage to put the sigil in right after the sigil updates then you got a pretty good chance of getting it if one gets coinshared that day.
A friend of us managed to buy a divine sigil off the ge like this a week or two ago. We didn't believe him at first until he showed the picture in Runescape. Anyway, this took him like 2 months of updating the sigil every day. If you want to buy an elysian of another player then you'll currently will have to add a street price of about 2 easter eggs + 2-3 pirate hooks.

Another idea is getting a pirate hook from the brimhaven agility arena yourself. We've gotten one over there but it takes about 13 hours to get one though. Just try getting 100-200 tickets dayly and you might manage to keep it up.
