aion kinah in the game is very important, and he stirred up a lot of wars, but also made him the owner gets a lot of loot.
Grinding 5-6 tones up to 30 to get each piece seems a little redundant, and boring. We think you have to grind the same class over and over too if imp not mistaken.
You do not have to grind the same class over and over you can get a Devonian Light to convert the pieces into whatever you need depending on what your putting it on so if you have Cloth and need Plate you would do it this way.
You only need to grind 5 do not know where your getting 6 from 5 pieces of armor. Weapons you get wearing all 5 pieces. If you going for a twin why not and yes its worth it to have the full set if you upgrade it that set some say can take you all the way to 50, others say 43, but for sure it is good until 40.
Weapons not so much there is better crafted ones at 33. If you are going to do it leveling buy aion gold sins, and glades go faster then say cleric, SM was not bad neither was Chanter, but Cleric OMFG bleeding eyes.
Overall the Dev set is for some people and not for others we did it and it is worth it, and yes it is a great starter set for your twin.
