1. Storm skills (+Wild Dance):
The crappiest cost to effect skills fighter have, maybe even worse than rangers Aggravating Attack. I wouldn't say to max it, unless the character is supposed to deal the heaviest damage possible in the shortest time possible with no worry about potions. Aka. they aren't needed unless in boss fights where outdamaging other is the key.
2. Windspin:
Before deadly strike get's three attacks, it can be used effectively, but since three attacks on deadly strike, effective (cost to effect compared to deadly) only if there are two opponents at least. I wouldn't suggest taking them at all.
3. Wild Wild Dance:
The bit larger defense reduction is not enough to explain it's enormous cost unless you're fighting a mob for AoE, or simply need to use another AoE skill while all other are on recharge. When someone deals 600+ damage, the 20 or so per attack really doesn't matter all that much after all.
4. Groundshock:
Never should be used unless you fight at least the same number of enemies as the number of attacks deadly strike have, or enemies that really drill through your health fast (dungeon yellows/oranges). Otherwise you drain SP needlessly. And HP is not much of a concern on 1 vs 1 fights, as SP goes usually faster, especially on field.
