The way Fire at Will works is you activate it and then fire beams you just sit back and let it target and fire away at random enemies one after another. The skill is broken in Star Trek. The last thing you want to do is keep your eyes on it and wait for the skill to complete. If you need the skill you often want to keep the phasers firing.
